CEIBS Digital Age Management Research Area Guest Lecture | Digitalization and Decoupling from the West: An Eastern European Perspective for China
This guest lecture will explore the multilateral effects of the ongoing decoupling between Belarus, Russia and the West as the case for China and the role of digitalization in this process. The discussion will cover the issues of supply chain disruptions, corporate investment policy, as well as decision-making by government officials both nationally and internationally. Special attention will be devoted to financial sanctions, their implementation, efficiency, and economic consequences. Finally, the lecture will also examine the risks of digital business strategies and the emerging digital infrastructure (e-infrastructure) that helps navigate the conflicts inherent in the process of decoupling. The attendees can expect practical discussions and an insider’s perspective based on the lecturer’s personal experience. Specifically, the lecture will cover recent cases of decoupling and the imposition of financial sanctions on Belarus and Russia, the effects of decoupling on Eastern Europe’s cooperation with China and on China-Belarus industrial park “Great Stone” in particular.
Our speaker

Professor Kiryl Rudy has had a distinguished career spanning government service, private sector, and academia. He has served as Belarus’ Ambassador to China (2016-2020) as well as the economic advisor to the President of Belarus (2013-2016) and Belarus’ commercial counsellor to China (2007-2012). In addition to government service, Prof. Rudy has held board positions at the Belarussian Development Bank, a Russian crypto-platform and was a top manager at Huawei’s office in Belarus. He holds a doctorate in economics and is currently a professor at the School of Business at Belarus State University. Prior to that, he was a Fulbright scholar at Indiana University in the United States. Prof. Rudy has written several books on state capitalism, finance, and bilateral cooperation with China.
