Background
Although the COVID-19 pandemic has brought the global economy to its knees, it has also motivated countries worldwide to revisit the significance of sustainability. In September 2020, Chinese President Xi Jinping pledged at the UN General Assembly that China would strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. Staying at the forefront of the global movement toward carbon neutrality, the EU launched the world’s first greenhouse gas emissions cap-and-trade scheme in 2005, and passed a draft of the European Climate Law in April 2021. The French government has also unveiled a 100 billion euro stimulus scheme to drive post-pandemic economic rebound, of which 30 billion euros will go toward carbon neutrality.
The international consensus on carbon neutrality will herald a profound shift in human lifestyles. The rapid development of new energy and material technologies, environmental protection industries and the green economy may mark the dawn of a new industrial revolution and a global economic transformation and unleash a new round of global economic growth and prosperity. According to statistics, China will need to pour 100 trillion RMB into new energy alone to deliver on its carbon pledges. As the global electric vehicle market races ahead, the boom in the green energy and automobile industries will open up historic new opportunities for China-France economic cooperation.
So, how can China and France learn from each other when it comes to policy-making for carbon peaking and carbon neutrality? In the fields of green energy and electric vehicles, what first-mover advantages and valuable lessons do the technical and industrial communities in the two countries hold? How can the business communities on both sides find a feasible way to achieve in-depth cooperation and coordinated development? The 7th China-France Investment Dialogue will look at these issues, with a focus on green energy and electric vehicles. Guests from China and France will discuss new opportunities for China-France cooperation in the new energy industry.
