Li, Mingjun

Dr. Li Mingjun is a Senior Engineer with an MBA degree from Pierre Mandes University in France and Ph.D. in engineering from Shanghai University. Prior to joining CEIBS, he served as Consul at the Chinese Consulate General to San Francisco and New York in succession from 1991 to 1995, and then Secretary-General & Vice Chairman of the Science and Technology Commission of Shanghai Municipality (STCSM). Dr. Li is also former Secretary of the Shanghai Science and Technology Working Committee of the Communist Party of China (CPC), Deputy Secretary of the Shanghai CPC Science, Technology and Education Working Committee and President of the Party School of the Shanghai CPC Science, Technology and Education. His previous roles have also included President of the Shanghai Science and Technology Executive Leadership Academy, Chairman of the Supervisory Board of the Shanghai Science and Technology Investment Company, and Chairman of the Shanghai Evaluation Committee of Senior Professionals in Management. From 2008 to March 2015 he served as Director-General of Shanghai Municipal Foreign Affairs Office, Director-General of Shanghai Municipal Hong Kong & Macao Affairs Office, and President of Shanghai People’s Association for Friendship with Foreign Countries. From March 2015 to September 2020 he served as President of CEIBS.
Dr. Li has published several reports including “International Technology Strategic Alliance: Development & Our Opportunity”, “Silicon Valley: the Main Industry Groups and Development Trends”, “The Design of Evaluation Index System of Regional Circular Economy”, etc. He has also engaged in a study of Shanghai Mid-Term & Long-Term Planning of Science & Technology (S&T) Development and Shanghai Long-Term Planning of International Cooperation. His current research focuses primarily on the globalization of Chinese enterprises. From 2017 to 2019, he was Programme Co-Director of Core Talents for Global Chinese Enterprises program. He offered advice and suggestions to the government on topics such as new trends of global economic and trade rules, challenges faced by Chinese enterprises going global, and Chinese enterprise globalization strategy, and developed multiple teaching cases on the globalization of Chinese enterprises. His research was featured in major media outlets such as The Economic Observer, Economy, 21st Century Business Herald, Southern Daily, and Business Management Review.
