QIU Fenglin, female, Han nationality, born in Zhucheng, Shandong Province in June, 1958. QIU started her career in November, 1976. She has no party affiliation and holds a bachelor’s degree in Economics. She once served as Researcher in the Planning and Finance Division, Researcher in the Personnel Division, and Head of the Planning and Finance Division in the  Health Bureau of Shandong Province; Deputy Inspector of the Health Bureau of Shandong Province. In February 2014, she was appointed as Deputy Inspector of Health and Family Planning Commission of Shandong Province.
