DONG Yang, born in 1956, senior engineer (research fellow level), graduated from Tsinghua University (Automotive Engineering major) with Master’s degree in engineering in 1984. He was appointed as the Vice Director-General of the Industry Management Department under the State Bureau of Machine-Building Industry and General Manager of BAIC Group. Now he is the Executive Vice President and Secretary General, China Association of Automotive Manufacturers; Vice Chairman, Organisation Internationale des Constructeurs d'Automobiles (OICA); Vice Chairman, Society of Automotive Engineers of China; Vice Chairman, China Machinery Industry Federation; and assessment expert of National Science and Technology Awards. 

With a good knowledge of automotive technology and industry policies, DONG Yang had been engaged in technology management and industry management during his career at BAIC Group and Ministry of Machinery. He led the technology planning for the 8th and 9th Five-Year Program of National Auto Industry; authored the Outline of the National Program for Medium- and Long-term Science and Technology Development of Auto Industry, which was included into the national “White Paper” on science and technology; led a number of national key technology R&D programs like electronic control system for gasoline automotive engine, electric vehicles, and auto-body development; and participated in the formation of UAES, World Trade Organization negotiations, and China-EU negotiations. During his work at BAIC Group, the company established a partnership with Hyundai and Daimler-Chrysler, which laid a solid foundation for its long-term development. 

Since he became the Executive Vice President and Secretary General of China Association of Automobile Manufacturers in Sept. 2007, DONG Yang and his new team have set and pursued the goal of building “a domestic first-class and world-renowned industry association” through strengthening communications between auto industry and government, reflecting business and industry demands, and striving for a better environment for the development of auto industry.
