National Bureau of Economic Research (NBER)

Founded in 1920, the NBER is a private, non-profit, non-partisan organization dedicated to conducting economic research and to disseminating research findings among academics, public policy makers, and business professionals. NBER-affiliated researchers study a wide range of topics and they employ many different methods in their work. Key focus areas include developing new statistical measurements, estimating quantitative models of economic behavior, and analyzing the effects of public policies.

On-line access is provided free of charge to employees of NBER Corporate Associates, to journalists, to government employees in the U.S. and to residents of nations with per capita GDP of less than $35,000 (2017). A list of countires that are eligible may be found here. On May 1, 2018, the NBER updated its policies regarding free online subscriptions. Subscribers in some countries that previously received free online access including Cyprus, Czech Republic, Hong Kong, Iceland, Israel, Malta, San Marino, Singapore, Syria, and Taiwan no longer receive such access.

If your computer is in one of the eligible countries you should be offered a full-text download on the bibliographic page for the paper. If that does not happen, select the "Information for subscribers and others expecting free downloads" link and you will be given the opportunity to submit your email address. You will then receive a URL for the paper if your email domain is in one of the eligible countries.
