Where is the equilibrium for China's medical reform? 

Year 2007 is witnessing a critical moment of China's health care reform. The official announcement of "reaching health for all" has ended the long debate on China's medical reform. However, the Chinese government is fully aware of the great challenges ahead to explore a sustainable path for China's health care reform.

  The national primary care system is unable to satisfy the various needs of urban and rural residents. A supplementary social medical insurance system is therefore required. However, it is impossible to set up a unified social medical insurance system due to the diversity of the Chinese population, the large income gap and the low urbanization. The inevitable choice is to establish a multi-level mixed medical insurance system.
