The 2009 Annual Dinner started with a speech delivered by Zhu Xiaoming, CEIBS President and President of the CLFC Council. President Zhu Xiaoming said, "CLFC is an open platform to serve China in building Shanghai as an international financial centre and promoting financial modernization. Like the Lujiazui Forum, CLFC is also part of the efforts to cultivate Shanghai's soft power as an international financial centre. Under the leadership of Director Wu Xiaoling, CLFC has made a big step in becoming a 'talent pool' and 'think tank' for the development of Shanghai as an international financial centre."

Wu Xiaoling, Standing Committee Member of the National People's Congress, Vice Chairman of Financial and Economic Committee and Director of CLFC, delivered a speech entitled "Comparison and Evaluation of Monetary Policies between China and U.S." She said, "Though the total assets in the U.S. have doubled due to the Fed's constant liquidity injection into the banking system, the Fed Reserve is also withdrawing liquidity through a series of solutions. The Fed has been taking good control of 'currency in circulation' through both the injection and the withdrawal of liquidity." Wu Xiaoling also emphasized, "The monetary policy in the U.S. may not be suitable for China. Money is neutral and thus unable to boost growth in the long run, though it may create short-term illusion. China still needs to spend a lot of effort in restructuring its economy."
During the annual dinner, President Zhu Xiaoming extended to Board Chairman Li Jiange an invitation to teach at CEIBS as an adjunct professor.
