Session 1 Health Care Reform: Means and Ends |
|
The Chinese government is determined to implement health care reform in order to facilitate “universal access to basic health care services”. This will involve a comprehensive restructuring that will include the perfection of a medical security system and the health care service system, as well as the establishment of a national essential drugs system. This session will explore the progression of the new health care reform and learn the experience of international players and other sectors in order to find a development model suitable for China’s actual situations and create more value for the society.

To improve the medical security system, it’s necessary to not only reform the health care financing and payment mechanisms, but also introduce management changes to improve the efficiency of the existing medical security system and explore the ways of cooperation with commercial health insurance. In this session, discussion will focus on the design of incentive mechanism in health insurance and how to meet the demands of patients and health service providers while sharing the recent experiences of China and European countries.

Session 4 Managerial Innovation and Medical Practice |
|
Innovations in health-care delivery - applying the evidence-based, best medical practices and knowledge to solving the problems of individual patients - offer enormous potential to help patients and expedite China’s ongoing health care reform. Expanding insurance coverage and increasing funding for provider institutions are necessary steps, but are not the only factors required for the reform. For the optimal delivery of health care in resource-constrained China, managerial innovations - especially those that deal with how to organize the delivery of care - deserve more discussion among policymakers and health care executives and more collaboration between business schools and medical schools. Many of the problems in health reform are management issues, and cannot be solved from a distance, with little understanding of the medical field.
