Introduction: London is the most international and most liquid of all the world’s financial centres. The staggering success story lies in the openness and competitive environment. A competitive and business-friendly regulatory environment has put the emphasis on improving corporate governance rather than on introducing detailed rules. Many new financial instruments and new areas of business have been created in London in recent years, including the exciting derivatives market, the fast-growing Islamic banking and insurance market, as well as the development of the global centre for emissions trading. All this adds up to one thing: a successful and expanding market which is ideal for Chinese companies raising capital. The elements which London found work the best for attracting potential investors are: good principles-based regulation; non-punitive taxation; a warm welcome for firms from all over the world; access to skills and qualifications for people from many different backgrounds; rapid access to those allied services you need; attractive, safe and clean working environment; and a reputation for probity, innovation and access to other markets. Indeed, the City of London is the place where China should look to make its huge forex work even harder to help bring about the goals of the eleventh Five Year Plan.
Biography: Mr. Stuttard graduated from University of Cambridge, and is the 679th and current Lord Mayor of the City of London. He began his business career by participating in the Voluntary Service Overseas Project, and then took many other positions like senior partner, executive president and consultant of PWC, board member of University of Cambridge, consultant of Cabinet’s Office, president of UK-China Trade Association, Justice of the Peace, president of UK-Finland Trade Association, councilman of the City of London sheriff of the City of London, etc. Mr. Stuttard was also awarded the Chivalric Decoration & Commander of Finland Lion Chivalry, and Just Chevalier of St. Johns Chivalry. Furthermore, he owns membership of many business associations and devotes himself to charity.
